Establishes county requirements for collection and recycling of food waste by specified restaurants, food courts, hotels, markets, food manufacturers or processors, catering establishments, hospitals, schools, and businesses; authorizes a county to assess a surcharge; applies to counties of 500,000 or more. Includes a food waste recycling program component as part of the counties' integrated solid waste management plans. Sets forth what the counties' food recycling component shall consist of. Authorizes a board of water supply serving a population of 500,000 or more persons, to implement an experimental civil service modernization project without approval from the Mayor. (SB363 HD1)

RELATING TO IMPLEMENTATION OF A FIXED RAIL TRANSIT SYSTEM.

Requires DOT, in conjunction with both the Oahu Metropolitan Planning Organization and the City and County of Honolulu, to develop an action plan for implementation of a fixed rail transit system on Oahu. (SB464 HD1)

RELATING TO AQUACULTURE.

Establishes reduced rates for Hawaii enterprises engaged in aquaculture as defined in section 187A-1.

RELATING TO ADULT RESIDENTIAL CARE HOMES.

Creates a new Type IA Adult Residential Care Home (ARCH) category. Allows various announced and unannounced inspections and visits to ARCHs during or outside normal business hours. Creates an ARCH liability insurance assigned risk pool to make liability insurance affordable for ARCHs. Authorizes the Department of Health to waive annual inspections at their discretion (SB1061 HD1).

Authorizes the Department of Public Safety to garnish the moneys of committed persons, earned or gained by windfall, judgement, or settlement, to satisfy court-ordered crime victim compensation fees.
