A BILL FOR AN ACT
RELating to capital improvements projects for the benefit of the second representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004:
(1) Akolea/Wailuku diversion channel, Hawaii
Flood study relating to the extension of the existing Akolea/Wailuku diversion channel to control flooding.

(2) Kupulau diversion, Hawaii
Flood study relating to the Kupulau diversion, which will divert excess water into the existing Waiakea Uka channel, flowing eventually into the Wailoa project.

The sums appropriated shall be expended by the county of Hawaii for the purposes of this Act.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $114,787,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004 and 2004-2005, for the purposes of financing the following capital improvement projects for the university of Hawaii:
(1) Student life and events complex, university of Hawaii at Hilo, Hawaii
Design, construction, and equipment for a multi-purpose complex.

SECTION 3. The appropriations made for capital improvement projects authorized in section 2 of this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the university of Hawaii for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2003.
