HOUSE RESOLUTION

 

REQUESTING THE u.s. cOAST GUARD TO OFFER SERVICES OFF THE COAST OF WEST HAWAII.

 

WHEREAS, security of harbors and waterways is an area of concern in the post 9-11 world; and

WHEREAS, the islands of Oahu, Kauai, and Maui have Coast Guard stations based on their respective islands; and

WHEREAS, in the year 2003, on sixty-three different occasions, cruise ships visited Kailua-Kona harbor; and

WHEREAS, one hundred and twenty three cruise ship visits are scheduled for Kailua-Kona harbor in 2004, almost double the number in 2003; and

WHEREAS, the number of cruise ship visits to Kailua-Kona harbor will increase to one hundred thirty eight by 2005; and

WHEREAS, there are over two hundred twenty commercial operators based out of harbors located on the West coast of the island of Hawaii; and

WHEREAS, the total numbers of commercial permits allowed to be assigned at small boat harbors on the island of Hawaii (Honokohau, Kailua-Kona, and Keauhou) are greater than the number of permits that can be assigned at Oahu, Kauai, and Maui harbors combined; and

WHEREAS, over two thousand small watercraft are registered on the island of Hawaii; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that the U.S. Departments of Transportation, Defense, and Homeland Security and the Commandant of the U.S. Coast Guard are requested to base a Coast Guard station at one of the harbors on the coast of West Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Secretaries of Transportation, Defense, and Homeland Security, the Commandant of the U.S. Coast Guard, the Commander of the 14th Coast Guard District, and the Governor.
