A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR THE sixth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The sixth senatorial district, encompassing the islands of Moloka'i, Lana'i, and Kaho'olawe, Hana, and east and upcountry Maui, is one of the last "canoe" districts. Thus, each island area has vastly different CIP needs. The purpose of this Act is to appropriate funds for capital improvement projects in the sixth senatorial district.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $83,871,000, or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the sixth senatorial district:
1. Haleakala Highway Widening
a. Construction for the widening of Haleakala Highway from three to four lanes between Pukalani bypass to Hana Highway.

a. Plans for alternative traffic improvements in the vicinity of Paia town.

a. Construction to build asphalt concrete paved shoulders and installing and/or upgrading existing guardrail.

SECTION 3. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2005, shall lapse as of that date.
SECTION 4. The sum appropriated shall be expended for the purpose of this Act; provided that:
(1) The sums appropriated in items 1 through 5, and 19, 20, and 27 of section 2 shall be expended by the department of transportation;
(2) The sums appropriated in items 6 through 18, and 25 of section 2 shall be expended by the department of accounting and general services;
(3) The sum appropriated in items 21, 22, 23, 26, 28, 29, 30, and 31 of section 2 shall be expended by the county of Maui; and
(4) The sum appropriated in item 24 shall be expended by the department of agriculture.
SECTION 5. This Act shall take effect on July 1, 2003.
