RESOLUTION
requesting the auditor to conduct an audit of the diamondback correctional facility.
WHEREAS, because of overcrowding in Hawaii's correctional facilities, the Legislature funded the transfer of Hawaii inmates to various private correctional institutions on the mainland; and
WHEREAS, in fiscal year 2001-2002, the Department of Public Safety contracted with three facilities in two states to house Hawaii inmates; and
WHEREAS, Diamondback Correctional Facility in Watonga, Oklahoma houses the male inmates and is operated by the Corrections Corporation of America; and
WHEREAS, some concerns have been raised concerning the pricing of items at the Diamondback Correctional Facility's commissary; and
WHEREAS, the commissary fund is a revolving account that is appropriated for inmate recreation purposes; and
WHEREAS, the concerns of the misappropriation of commissary funds have been referred to Hawaii's contract monitors, for follow-up with the appropriate authorities at Diamondback Correctional Facility; and
WHEREAS, there has been no activity indicating that any of these concerns are being addressed; and
WHEREAS, the Office of the Auditor (Auditor) is charged with the responsibility to review the practices of state agencies including audits of contracts with private organizations; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the House of Representatives concurring, that the Auditor is requested to conduct an audit of the contract between the Department of Public Safety and the Diamondback Correctional Facility, including but not limited to its commissary operations; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Public Safety, the Auditor, and the Warden of the Diamondback Correctional Facility.
