RELATING TO ENERGY.

Increases the term limit of energy performance contracts from 15 to 18 years. Amends the definition of energy performance contract to include water saving technology retrofits.

RELATING TO NET ENERGY METERING.

Increases the capacity of an "eligible customer-generator" from 10 kilowatts to 50 kilowatts for the purposes of net energy metering.

RELATING TO RENEWABLE ENERGY.

Provides for the organization of renewable energy cooperative corporations to generate, transmit, and sell electricity. Authorizes issuance of revenue bonds to finance costs related to constructing, upgrading, and acquiring transmission facilities. Exempts cooperatives from PUC oversight.

RELATING TO THE DEPARTMENT OF AGRICULTURE.

Authorizes the department of agriculture to charge user fees for the inspection, permitting and other services provided by the Department.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Clarifies that the accepting agency or authority for an environmental impact statement is not required to be the approving agency for the permit or approval. Requires an environmental assessment for proposed wastewater facilities, except individual wastewater systems, waste-to-energy facilities, landfills, oil refineries, and power-generating facilities.
