RELATING TO RENEWABLE ENERGY TECHNOLOGIES INCOME TAX CREDIT. Provides, among other things, that with respect to a partnership, S corporation, estate, or trust: (1) The tax credit allowable is for every eligible renewable energy technology system that is installed and placed in service by the entity; (2) The cost upon which the tax credit is computed shall be determined at the entity level; and (3) Distribution and share of the tax credit shall be determined pursuant to §235-110.7(a), HRS. |

RELATING TO ETHANOL. Changes ethanol investment tax credit to a production tax credit that provides an incentive based on production capacity of the facility. Provides credit of 30 cents per gallon of nameplate capacity between 10,000 and 15 million gallons. |

RELATING TO SOLID WASTE MANAGEMENT. Clarifies and increases the effectiveness of the Deposit Beverage Container Program by exempting containers exported for sale from the container fee after 10-1-04, determining the redemption rate on an annual basis, allowing the 5-cent deposit value to be charged starting 11/1/04, exempting beverage container deposits from income tax, among other provisions. |
