Establishes a 20% refundable tax credit for scientific research by qualified research and development companies. Clarifies the existing investment tax credit. Establishes a 20% business-research institute tax credit. Creates the Hawaii Private Investment Fund to increase the availability of equity and debt capital.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Allows HTA to hire its own attorneys; exempts the HTA's accounts from supervision by the comptroller; exempts the director of the HTA from the state retirement system; requires deposit into the tourism special fund of all interest and revenues derived from projects or project agreements; revises total compensation package percentage of the executive director; makes appropriation to the HTA to improve operational and financial efficiency of the HTA.

Expands the provisions for the motion picture and film production tax credit and the high technology investment business tax credit by increasing the credit amount from 4 per cent to 15 per cent and by including commercials and sound recordings.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Establishes the process to identify important agricultural lands (IAL) as required by Art. XI, Section 3 of the State Constitution; requires a study to provide incentives; clarifies that the identification of IALs is not contingent upon the enactment of incentives; makes effective on 7-1-2010; appropriates funds; and provides for IAL leasehold subdivision.

RELATING TO GENERAL ASSISTANCE.

Requires review of medical records, prior to claim denial, if no mental, physical, or combination of disability is determined. Makes determination of no disability rebuttable. Requires DHS to give legible prompt notice of treatment recommendations, and gives treating doctors authority to determine whether the person has complied with treatment recommendations. Combines physical and mental disabilities for GA disability determinations.
