The Panel will be asked to address the following questions after all presentations:

  1. What options do you see under existing law for lower cost, high quality health plans?
  2. How can we get the most value for the client’s’ money (both private and public) and the greatest health status benefit for the population?
  3. Are there recommendations from previous initiatives (Governor’s Blue Ribbon Panel, Vision 2000, etc.) that are of merit and contemporary that you recommend the Legislature consider implementing?
  4. What are your top two (2) recommendations for the Legislature as it addresses issues related to the Prepaid Healthcare Act?
  5. What strategy do you consider appropriate for improving value to clients?
  6. How do you recommend that the Legislature handle new mandated benefits and review of existing mandated benefits?
  7. How well is the Legislature’s current process for evaluating mandated benefits?
  8. If there were only three (3) criteria for evaluating mandated benefits, what would this panel recommend they be and why?
