RELATING TO FORECLOSURES OF GOVERNMENT-ASSISTED PROPERTIES.

Strengthens foreclosure notification requirements for affordable housing properties subject to buyback restrictions, clarifies the priority of a housing agency's liens in a foreclosure, and authorizes the agency to purchase a foreclosed property by credit bid at public auction. Effective 7/1/2020. (SD2)

RELATING TO CHILD PROTECTIVE SERVICES.

Requires the department of human services to adopt child welfare social worker caseload standards. Requires child welfare social workers to be reclassified to achieve a two salary range upgrade. Effective 7/1/30. (SD2)

RELATING TO CHILD ABUSE.

Clarifies that Department of Public Safety deputy sheriffs and narcotics enforcement officers, and Department of the Attorney General investigators are required to report child abuse cases. Allows these employees to take a child victim into protective custody.

RELATING TO BACKGROUND CHECKS FOR PROVIDERS OF HOME AND COMMUNITY-BASED SERVICES.

Requires the Department of Human Services to establish standards, which shall include criminal history record, Adult Protective Service, and Child Protective Service checks, to ensure the reputable and responsible character of service providers who have direct contact with individuals receiving services.
