Provides a vehicle to pay judges any raises authorized by the Judicial Salary Commission.

Transfers exclusive management of the entire state capitol building and grounds, including parking facilities to the joint legislative management committee.

RELATING TO ELECTIONS.

Establishes a comprehensive public funding program for state house of representatives candidates who agree to abide by campaign contribution and expenditure limits and meet other criteria.

RELATING TO ELECTIONS.

Deletes censure provision for candidates failing to comply with code of fair campaign practices; prohibits donations in cash over $100; prohibits government contractors from contributing to any candidate or committee for a period before and after completion of the contract; requires moneys from the Hawaii election campaign fund used for the campaign spending commission operations to be appropriated by a budget appropriation act.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Transfers OHA assets to the department of Hawaiian home lands upon termination of OHA.

RELATING TO KIKALA-KEOKEA.

Clarifies loan limits and borrower qualifications for the Kikala-Keokea housing revolving fund. Authorizes the issuance of general obligation bonds to fund low-interest home construction loans for Kikala-Keokea lessees and self-help housing project.

SB 3150

RELATING TO OFFICE OF HAWAIIAN AFFAIRS.

Makes a $15,100,000 appropriation to OHA in ceded land revenues. Creates a joint advisory committee to study alternative approaches to payment of ceded land revenues to OHA. Makes an appropriation to the department of the attorney general to provide logistical and staff support for the joint advisory committee.
