Requires award of attorney's fees and costs to beneficiary or policyholder who successfully establishes insurer's liability under insurance policy in judicial proceeding, arbitration, or other proceeding before the insurance commissioner; extends the effective date of the uniform arbitration act from 6/30/04 to 6/30/05. RELATING TO CHILD ABUSE.

Clarifies that DPS deputy sheriffs and narcotics enforcement officers, and Attorney General investigators are required to report child abuse cases. Allows these employees to take a child victim into protective custody. (SD1)

RELATING TO DISPOSITION OF CONVICTED DEFENDANTS.

Amends Act 161, Session Laws of Hawaii 2002 by providing convictions prior to Act 161 to be re-sentenced, allows other convictions associated with the drug offense to be expunged, and allows expungement of the conviction of the drug offense. (SD1)

RELATING TO EMERGENCY CONTRACEPTIVES FOR SEX ASSAULT SURVIVORS IN EMERGENCY ROOMS.

Authorizes nonreligious hospitals to provide emergency contraception to sexual assault survivors. (SD1)

RELATING TO CIVIL RIGHTS.

Adds sexual orientation as a protected status for laws prohibiting discrimination in housing. Creates an additional exemption to discrimination in housing law. Adds sexual orientation and familial status as protected statuses in anti-blockbusting law. (HB537 HD1)
