PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to allow the prosecution to use evidence that was derived from consensual conversations between law enforcement officers and other persons.

RELATING TO ELECTRONIC SURVEILLANCE.

Revises the State electronic surveillance statutes.

RELATING TO CONTROLLED SUBSTANCES.

Amends law regulating chemical precursors to controlled substances to require reporting of certain data relating to transactions in specific chemicals. Establishes procedure for adding to list of regulated chemicals. Imposes additional penalties for violations relating to precursor chemicals.

RELATING TO CONTROLLED SUBSTANCES.

Creates a tracking procedure for the retail sale of lab items and regulated chemicals. Enhances penalties when the unlawful manufacturing of a controlled substance occurs when a child is present, or when a child is injured in a structure where manufacturing is taking place. Updates the controlled substance list. Allows PSD by rule to temporarily revise or amend the regulated list 1 or 2 of chemicals temporarily pending a subsequent legislative session. Establishes new felonies to curtail the use of goods or chemical substances to unlawfully manufacture controlled substances. Increases the severity of the crime of "date rape" from sexual assault in the second degree to sexual assault in the first degree. (HB2499 HD1)

RELATING TO INTOXICATING LIQUOR.

Allows counties to regulate the liquor commissions within their own jurisdiction. Allows the counties to adopt ordinances that are consistent with, or more stringent than, with the intoxicating liquor laws.
