Authorizes $200 payments for each completed consultation or case review to members of the advisory committees assisting in investigations of alleged licensing violations.

Authorizes the governor to order the immediate release of up to ten per cent of moneys in the emergency and budget reserve fund for emergency assistance to residents and businesses sustaining damage from natural disasters. (SD1)

RELATING TO HIV/AIDS PROGRAMS.

RELATING TO CONTROLLED SUBSTANCES.

RELATING TO THE UNIVERSITY OF HAWAII.

Allows UH to implement an optional retirement system in lieu of the ERS. Fixes the State's contribution at six per cent. Allows the employee and employee organization to negotiate an amount above six per cent. Clarifies that part-time or temporary employees are not eligible for the optional retirement system. (SD1)

RELATING TO BOATING.

Clarifies mooring fees for a use permit at small boat harbors; allows the department of land and natural resources to adopt rules covering fees and penalties.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE EXPANSION OF THE KAHUKU AGRICULTURAL PARK.

Authorizes the issuance of general obligation bonds and appropriates funds to the department of agriculture to acquire land to expand the Kahuku agricultural park. (SD1)
