Establishes a civil natural resource violations system within the Department to process violations of departmental regulations.

Prohibits gated communities that deny public access to any coastal shoreline or mountain or inland areas used for recreational or cultural purposes.

Authorizes the use of moneys in the state parks special fund to pay the debt service on revenue bonds issued for state park facilities.

RELATING TO CONSERVATION LAND.

Provides a conservation land tax credit for land donated to the State that is situated in a conservation land use district or for a land owner who voluntarily reclassifies residentially zoned land to conservation and initiates the rezoning process.

RELATING TO INTERIM RULES OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Allows the Department of Land and Natural Resources to adopt interim rules to protect native species threatened with imminent extirpation or extinction

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Authorizes the deposit of penalties, fines, and other administrative charges into the Hawaii Historic Preservation Special Fund. And allows monies from the Fund to be used to pay for permanent and temporary staff positions, and administrative and operational costs for the Historic Preservation Program.

Amends sections relating to the Department's enforcement authority within the Kahoolawe Island Reserve and for the protection of caves for consistency. Expands the Department's enforcement authority to all lands and waters of the State.
