A BILL FOR AN ACT

 

relating to health.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. (a) There is established a temporary healthcare task force to develop a plan to implement healthcare for all Hawaii residents. The task force shall be placed within the office of the governor for administrative purposes and shall cease to operate after June 30, 2006.

(b) The task force shall consist of nine members to be appointed without regard to section 26-34, Hawaii Revised Statutes, as follows:

(1) Three members shall be appointed by the governor;

(2) Three members shall be appointed by the senate president; and

(3) Three members shall be appointed by the speaker of the house of representatives.

A majority of the members shall be experienced representatives of the health care industry, with a minimum of five members from private sector organizations, and at least one public union representative. The task force shall select a chairperson from among its members. The number of members necessary to constitute a quorum to do business shall consist of a majority of all members of the task force. When a quorum is in attendance, the concurrence of a majority of the members in attendance shall make any action of the task force valid.

(c) The task force shall:

(1) Develop a plan for implementing healthcare for all the residents of Hawaii; and

(2) Report its findings and recommendations to the legislature, including recommended legislation, no later than twenty days prior to the convening of the regular session of 2006.

(d) The task force may request assistance from the department of health and other appropriate state agencies in fulfilling the purpose of the task force.

(e) The members shall not receive compensation for their services but shall be reimbursed for expenses, including travel expenses, incurred in the performance of their duties under this Act.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2005-2006 for the operational expenses of the healthcare task force.

The sum appropriated shall be expended by the office of the governor for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2005.
