A BILL FOR AN ACT

 

relating to the development of a new intermediate school for the kailua public school complex.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The schools, teachers, parents, and surrounding community of the Kailua public school complex believe that it is in the best interest of the State and all windward students for the Kailua public school complex to have its own intermediate or middle school.

Studies have shown that students in this age group go through critical transition steps in overall development and student achievement. The students of Enchanted Lake elementary school, Kaelepulu elementary school, Keolu elementary school, and Maunawili elementary school deserve their own intermediate school. The establishment of an intermediate school in the Kailua public school complex will also help teachers, administrators, parents, and students when students transition to other schools within the same complex.

SECTION 2. The department of education shall review infrastructural and student capacity needs of the Kailua public school complex and, if it deems it appropriate, plan for a new intermediate or middle school in the Kailua public school complex. The study shall involve teachers, administrators, parents, students, and community members. The review and plans shall include, but not be limited to, the siting and designing of an intermediate or middle school and shall also address the needs of the Kailua public school complex feeder elementary schools and students. The plan shall also include a recommendation as to whether to build an intermediate or middle school.

The department of education shall report its findings and recommendations to the legislature not later than twenty days prior to the convening of the 2006 regular session.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000, or so much thereof as may be necessary for fiscal year 2005-2006, for the purposes of this Act.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2005.
