HOUSE CONCURRENT

RESOLUTION

 

requesting the convening of a coordinating committee to evaluate government affordable housing financing programs.

 

WHEREAS, Senate Concurrent Resolution (S.C.R.) No. 135, S.D. 1 (2004), called for the establishment of an Affordable Housing Task Force by the Housing and Community Development Corporation of Hawaii to develop near-term solutions to Hawaii's affordable housing shortage problem, with respect to both the ownership and rental markets; and

WHEREAS, S.C.R. No. 135, S.D. 1, also requested that the Affordable Housing Task Force address issues that hindered the implementation of affordable housing initiatives; and

WHEREAS, over the course of the latter half of 2004, the Affordable Housing Task Force met and deliberated over issues affecting affordable housing in Hawaii; and

WHEREAS, the Affordable Housing Task Force submitted its report to the Twenty-third Legislature prior to the 2005 Regular Session; and

WHEREAS, one hindrance identified by the Affordable Housing Task Force was that of a lack of coordination between various government agencies on the federal, state, and county levels whose mandated purpose is to provide financing to developers of affordable housing units; and

WHEREAS, the Affordable Housing Task Force recommended that the Housing and Community Development Corporation of Hawaii establish a coordinating committee composed of housing stakeholders to identify and evaluate government affordable housing financing programs and to make recommendations to improve the coordination of these programs to effectuate a more efficient means of developing and preserving affordable housing; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Housing and Community Development Corporation of Hawaii is requested to convene a coordinating committee to identify and evaluate existing government affordable housing financing programs and to make recommendations to improve the coordination of these programs to effectuate a more efficient means of developing and preserving affordable housing; and

BE IT FURTHER RESOLVED that the Housing and Community Development Corporation of Hawaii is requested to include housing stakeholders in the membership of the coordinating committee; and

BE IT FURTHER RESOLVED that the coordinating committee is requested to submit its findings, recommendations, and any proposed legislation to the Legislature at least twenty days prior to the convening of the 2006 Regular Session; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Directors and the Executive Director of the Housing and Community Development Corporation of Hawaii.
