HOUSE RESOLUTION

 

HONORING TWENTY-FOUR-HOUR, SEVEN-DAY-A-WEEK STATEWIDE SEXUAL VIOLENCE SERVICE PROVIDERS.

 

 

WHEREAS, twenty-four-hour, seven-day-a-week statewide sexual violence service providers have a twenty-five-year track record of serving our community; and

WHEREAS, without these services, the number of reported sexual assault crimes would be significantly reduced, societal tolerance of sexual violence would be allowed to continue, and other social problems would increase, including substance abuse, prostitution, teenage pregnancy, and mental illness, thus compromising the safety and well-being of women, men, and children in Hawaii; and

WHEREAS, twenty-four-hour, seven-day-a-week statewide sexual violence services were developed to become a network of services, based on proven national models, to enhance the efficiency and effectiveness of service delivery; and

WHEREAS, the Sex Abuse Treatment Center was established in 1976 in response to the community's concerns about the lack of medical, psychological, and legal support services for sexual abuse victims;

WHEREAS, the Sex Abuse Treatment Center took on a statewide profile in the 1990s through contract administration for statewide sexual assault services, which included sexual assault centers on Kauai, Maui, and the island of Hawaii, that provided the state's first 24-hour crisis counseling and legal support services for victims and their families; and

WHEREAS, despite revenue shortfalls and limited funds, sexual violence service providers, through hard work and determination, have continued to develop and maintain operational and clinical standards that have enhanced the continuity, consistency, and quality of statewide sexual violence services in Hawaii; and

WHEREAS, twenty-four hour, seven-day-a-week sexual violence service providers are ably led by Adriana Ramelli, Director of the Kapiolani Medical Center for Women and Children Sex Abuse Treatment Center; Cynthia Albers of the Hawaii Island YWCA Sexual Assault Victim Empowerment; Sheri Daniels of the Maui Child and Family Service Sexual Assault Support Service; and Joan Luzney of the Kauai YWMCA Sexual Assault Treatment Program; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, that this body hereby honors and commends twenty-four-hour, seven-day-a-week statewide sexual violence service providers for their dedication and commitment to providing outstanding service to our community, and expresses to them its sincere gratitude for their compassionate efforts on behalf of victims of sexual violence.
