THE SENATE

S.B. NO.

1829

TWENTY-THIRD LEGISLATURE, 2005

STATE OF HAWAII

A BILL FOR AN ACT

Making an appropriation for civil defense.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the state is vulnerable to a host of disasters, both natural and man-made, and recognizes the importance of remaining vigilant in protecting residents and visitors from any disaster. Because these threats have the potential to cause great devastation, the legislature deems it vitally important to ensure that the State is adequately prepared to deal with any possible disaster. A legislative briefing on one particular type of natural disaster, a tsunami, has determined that the State and related private agencies have made great strides in being prepared to respond to a tsunami disaster. However, more work needs to be done to further strengthen disaster-related planning and other efforts.

The purpose of this Act is to provide for continuous staff coverage for a twenty-four-hour emergency operation center under the direction of the department of defense and the Hawaii civil defense system.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2005-2006 to establish and provide continuous staff coverage for a twenty-four hour emergency operation center.

The sum appropriated shall be expended by the department of defense for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2005.
