A BILL FOR AN ACT

 

RELATING TO STUDENT SERVICES COORDINATORS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Student services coordinators serve as a valuable resource to schools by coordinating educational and related programs and services for all students. Another important role the coordinators serve is the responsibility of developing and implementing a student support system which contains prevention and intervention strategies and services.

The legislature finds that the department of education has requested a budget to include one student services coordinator for each of its schools. Although the coordinators contribute to the well being of a positive educational experience, placing a coordinator in each school without regard to the school's population may not be fiscally prudent.

The purpose of this Act is to require the department of education to assess its employment policies regarding student services coordinators and recommend any necessary legislative changes.

SECTION 2. The department of education shall review its policies regarding the budget request for student services coordinator positions in each public school without regard to the school's population. The department shall include in its review the following:

(1) The existence of any applicable laws, court rulings, or general departmental policies requiring the position of student services coordinators;

(2) The population of each school and the optimum number of student services coordinators assigned to the school, including consideration of whether a coordinator is necessary for small schools; and

(3) Position descriptions of student services coordinators.

The department shall submit a report of its findings and recommendations, including justifications of its budget request for student services coordinators, and any necessary legislation, to the legislature not later than twenty days before the convening of the regular session of 2006.

SECTION 3. This Act shall take effect upon its approval.
