A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that students need a firm educational base during their formative years. Because students learn at different rates and in different ways, they can greatly benefit from the extra attention that may be available to them from additional teachers or tutors.

The purpose of this Act is to provide funding to hire part-time teachers, tutors, or both for elementary and intermediate schools in the public school system that need them.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,800,000, or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, to hire part-time teachers, tutors, or both for elementary public schools that need them; provided that no public elementary school shall receive more than $10,000 pursuant to this section.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $630,000, or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, to hire part-time teachers, tutors, or both in intermediate public schools that need them; provided that no public intermediate school shall receive more than $15,000 pursuant to this section.

SECTION 4. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2005.
