A BILL FOR AN ACT

 

making an appropriation for the office of elections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The federal Help America Vote Act of 2002, P.L. 107-252, provides for payments to states to improve the administration of federal elections. The Help America Vote Act of 2002 requires matching funds of approximately five per cent and maintenance of effort funding to maintain the expenditures of the State for activities funded to not less than the level of expenditures maintained by the State ending in fiscal year November 2000. The State of Hawaii has received $4,150,000 for fiscal year 2003 and could receive an additional $7,000,000 for fiscal year 2004.

The purpose of this Act is to appropriate funds for the office of elections to meet the five per cent matching fund requirement of the Help America Vote Act of 2002.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for the office of elections to meet the five per cent matching fund requirement of the federal Help America Vote Act of 2002.

SECTION 3. The sums appropriated shall be expended by the office of elections for the purpose of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
