Sir:
Your Committee on Finance, to which was referred H.B. No. 1758, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO UNEMPLOYMENT BENEFITS,"
begs leave to report as follows:
The purpose of this bill is to:
(1) Provide that weekly unemployment benefit payments shall
not be reduced as a result of the receipt of pension payments under the Social Security Act or Railroad Retirement Act of 1974; and
(2) Simplify the method for the reduction of unemployment
benefits paid to an individual who is receiving a pension or other type of retirement income pursuant to the Federal Unemployment Tax Act.
The Hawaii State Teachers Association, ILWU Local 142, AARP Hawaii, and many concerned individuals supported this bill. The Department of Labor and Industrial Relations supported the intent of this measure.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1758, H.D. 1, and recommends that it pass Third Reading.
