RELATING TO EDUCATION

Makes clarifying amendments to the new century charter school statutes. Changes the funding mechanisms for calculating charter school appropriations. Enables employees to move freely between regular public schools and charter schools. Authorizes the executive director to adopt administrative policies and procedures. Allows charter schools to propose their own weighted student formula.

RELATING TO NEW CENTURY CONVERSION CHARTER SCHOOLS

Prohibits the DOE from using the minimum annual contribution by a nonprofit organization to reduce, suspend, or offset its normal budgetary allocation to a new century conversion charter school.

This hearing will go into recess subject to the call of the Chair at approximately 1:55 p.m. to enable members of the committee to attend the joint Senate-House informational briefing on the audit of Na Wai Ola Waters of Life Charter School to be held in room 309, State Capitol. The Chair will call this hearing back to order upon the conclusion of the informational briefing.

Decision making to follow, if time permits.

Persons wishing to testify on EDM bills should submit 30 copies of their testimony to the committee clerk, room 213, State Capitol, 24 hours prior to the hearing. It is also requested that the copies be on one side of an 8.5" x 11" sheet with two holes punched at the top. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
