RELATING TO SCHOOLS.

Specifies that certificates of participation for new school construction will not be paid out of the department of education's operating budget. Establishes the public school facility financing agreement special fund to finance new schools when new school construction is not fully funded.

AUTHORIZING THE ISSUANCE OF BONDS FOR EDUCATION PURPOSES.

Authorizes director of finance to issue bonds to subsidize school renovation, equipment acquisition, curriculum development, and teacher training in qualified zones and schools.

RELATING TO SCHOOL LUNCH.

Authorizes the department of education to set school lunch prices to allow for the recovery from lunch sales of up to 1/2, rather than 1/3, of the costs of preparing the lunches.

RELATING TO EDUCATION.

Requires a principal to obtain the school community council's "review and recommendations" of academic and financial plans rather than its "review and approval" of those plans. Requires a council to ensure that those plans are "consistent" with educational accountability, rather than "aligned".

MAKING AN EMERGENCY APPROPRIATION FOR SERVICES TO CHILDREN WITH AUTISM SPECTRUM DISORDER AND FOR SCHOOL-BASED BEHAVIORAL HEALTH SERVICES.

Makes emergency appropriation for services for children with autism spectrum disorder and for school-based behavioral health services.

Requires the department of education to establish a priority list of public schools with the greatest need for air conditioning and to install, based on the priority list, air conditioning in schools on the priority list by set time intervals.

Creates an education design and construction project assessment fund within the DOE. Broadens DOE authority over capital improvement projects.
