RELATING TO CARE HOMES.

Creates the Liability Insurance Premium and Claims Payment Special Fund for the Department of Health and the Foster Family Home Liability Insurance Premium and Claims Payment Special Fund for the Department of Human Services to pay premiums for liability insurance for care home operators who cannot afford insurance.

Provides a refundable net income tax credit to encourage the purchase of long term care insurance.

Establishes a Long-term Care Resource Program Initiative at Kapiolani Community College. Appropriates funds.

RELATING TO MEDICAID.

Prohibits the Department of Human Services from taking any action or expending state resources in any effort to remove prescription drug benefits from managed care plans that provide health care coverage for Medicaid beneficiaries.

RELATING TO HEALTH INSURANCE.

Establishes a 2.13% insurance premium tax on all health care plan premiums. Removes cap to QUEST to cover 24,458 uninsured adults. Adds dental benefits for children and adults. Raises SCHIP eligibility to 300% of poverty level to add 2,874 uninsured children. Uses premium tax to fund QUEST/SCHIP costs.

RELATING TO SOCIAL WORKERS.

Establishes a student loan repayment program for social workers in the departments of health, human services, and labor and industrial relations.

Prohibits department of human resources development from eliminating the social worker series classifications. Restores social worker class if eliminated before the effective date of this Act.

Allows insurers to offer high-deductible health insurance policies in conjunction with medical savings accounts.

RELATING TO DRUGS.

Establishes the Drug Busters Program within the Department of the Attorney General to aggressively combat the sale and distribution of illegal drugs. Provides funding for drug prevention, enforcement, and treatment.
