RELATING TO ELECTIONS.

Adds a requirement that nonprofit organizations involved in polling not be a political action committee or political in nature. Makes it unlawful to use, print, publish, or distribute any voter registration information from affidavits or lists. Prohibits a reciprocal beneficiary of a candidate from serving as a precinct official in the precinct where votes are cast for the candidate. Allows the watcher of a political party to be present at any time and to review the polling book but not to record confidential information. (HB1712 HD1)

RELATING TO ELECTRONIC VOTING.

Prohibits use of electronic voting system unless the system generates a paper ballot that may be inspected and corrected, and unless every ballot is retained as a definitive record; allows the chief election officer to rely on electronic tallies created by electronic voting systems under certain conditions; establishes that every person who causes electronic voting systems to record, tally, or report votes inaccurately shall be deemed guilty of election fraud; appropriates funds for costs incurred in acquiring technology to create a paper trail for electronic ballots. RELATING TO CAMPAIGN SPENDING.

Establishes a comprehensive public funding program for state legislative candidates and candidates for governor and lieutenant governor who agree to abide by campaign contribution and expenditure limits and meet other criteria. (HB1713 HD1)
