RELATING TO INTERSTATE COMPACT FOR THE SUPERVISION OF ADULT OFFENDERS.

Lists state compact administrator's responsibilities, including the appointment of deputy compact administrators from DPS and the judiciary; mandates that all members of the council are subject to a 4-year term, except the DPS member; requires certain members of the council be appointed. (SD1)

RELATING TO TOBACCO.

Requires businesses engaged in the sale of cigarettes and other tobacco products at the retail level to obtain a retail tobacco permit from the department of taxation. Provides criminal penalties for the retail sale of cigarettes or other tobacco products without a valid retail tobacco permit, and for the seizure and for forfeiture of cigarettes and other tobacco products sold, possessed, dept, acquired, distributed, or transported without a valid retail tobacco permit. RELATING TO THE ILLEGAL USE OF CONTROLLED SUBSTANCES.

Establishes the "Drug Busters" program in the Department of the Attorney General to enforce crystal methamphetamine (ice) laws. Appropriates funds for state agencies and the counties for ice treatment, prevention, rehabilitation, education, environmental damage assessments, and program monitoring initiatives. (HD1)

RELATING TO CONTROLLED SUBSTANCES.

Raises the limit of marijuana a qualified patient may possess from 3 to 5 plants and from 1 ounce to 3 ounces of usable marijuana. Establishes a procedure to determine additional debilitating conditions for which medical marijuana may be prescribed. Clarifies procedure to qualify to legally possess and use marijuana. Enables a primary caregiver to administer medical marijuana to not more than three qualified patients at any given time. (HD1)

RELATING TO PSYCHOTROPIC MEDICATION.

Prohibits DHS from restricting payment for or a recipient's access to psychotropic medication, requires DHS to establish presumptive eligibility for psychotropic medication coverage until a decision is made, and exempts licensed providers from preauthorization for prescription psychotropic medication. Establishes a task force to further study the issue of removing the restrictions on licensed medical physicians for prescribing psychotropic drugs to their patients. (SB1420 SD2 HD1)

PROPOSING A CONSTITUTIONAL AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII CONSTITUTION TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS.

Amends article X, section 6 of the Hawaii Constitution to modify the appointment process for the UH board of regents.

RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the candidate advisory council to screen and propose candidates for appointment to the board of regents (BOR) of the University of Hawaii. Changes BOR membership by decreasing the number of members from twelve to eleven. Requires a certain number of BOR members to represent specific geographic areas. Establishes two consecutive five-year terms for BOR members. Establishes that at least three months prior to the conclusion of a BOR member's first five-year term, the senate will consider the question of whether to reconfirm the member's position on the board. Clarifies that every BOR member may serve beyond the expiration date of the member's term until the member's successor has been appointed, has qualified, and has been confirmed by the senate. RELATING TO STATE GOVERNMENT.

Requires counties to adopt ordinances requiring the installation of window guards and locks located at the top of lanai doors in all dwelling units in which a child or chlidren 10 years of age and under reside.
