RELATING TO THE UNIVERSITY OF HAWAII.

Authorizes the board of regents of the University of Hawaii to develop internal policies and procedures for the procurement of goods, services, and construction not subject to the procurement code.

RELATING TO THE OFFICE OF THE OMBUDSMAN.

Authorizes the ombudsman or an authorized representative to obtain state tax returns and return information in connection with the official duties of the office of the ombudsman.

RELATING TO THE OMBUDSMAN.

Expands jurisdiction of ombudsman to include private agencies providing health services and human services under contract to a governmental agency. Changes first assistant to deputy ombudsman.

RELATING TO LEGISLATIVE PROCEEDINGS ON THE INTERNET.

Appropriates funds for legislative media streaming to provide audio and video streaming of legislative proceedings over the internet.

RELATING TO SPECIAL ELECTIONS.

Changes manner of filling vacancy in the state house of representatives. Requires central committee of party of person to be replaced to submit to governor three nominees to fill vacancy and governor appoints replacement from those nominees. Establishes notice requirements; provides that special election to fill house vacancy shall use instant runoff voting system; directs chief election officer to develop an instant runoff voting system.

RELATING TO THE CAPITOL.

Prohibits any decrease in the number of public parking spaces in the state capitol underground parking facility during the first 6 months of each calendar year.

RELATING TO STATE GOVERNMENT.

Requires the governor and legislature to ensure public access to information, services, and proceedings of the executive and legislative branches. Authorizes the governor to convene a fair access commission to review public access issues for the neighbor islands and rural Oahu.

RELATING TO THE ESTABLISHMENT OF A SALARY COMMISSION.

Proposes a constitutional amendment to establish a salary commission to review and make recommendations for the salaries of justices, judges, state legislators, the governor, the lieutenant governor, and state executive branch department heads and their assistants, excluding the University of Hawaii and the Department of Education.
