RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Exempts commercial passenger vessels with recycling programs prescribed or approved by the department of health from the requirements of the State's deposit beverage container program. Defines "commercial passenger vessel" and "patron". Allows for reverse vending machines to reject containers with an unreadable barcode. Allows for the flattening of beverage containers. RELATING TO MEDICAID.

Prohibits the Department of Human Services from taking any action or expending state resources in any effort to remove prescription drug benefits from managed care plans that provide health care coverage for Medicaid beneficiaries.

RELATING TO THE COUNTIES.

Provides that unpaid civil fines and unpaid administratively imposed civil fines added by the county by ordinance to taxes, fees, or charges, shall not become a part of those taxes, fees, or charges, or constitute a lien on the debtor's real or personal property. (HB393 HD1)

RELATING TO GOVERNMENT.

Endows the legislature with the sole authority to establish the per diem rate for substitute teachers for the 2005-2006 fiscal year; makes an appropriation to department of education to settle two pending lawsuit brought by substitute teachers against the department of education for unpaid wages. (SD1)
