A BILL FOR AN ACT

 

making an appropriation for the university of hawaii's distance learning program.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Distance learning is a convenient educational alternative, providing an innovative way to teach regular courses with equivalent substance and quality but without the traditional constraints of time and place. Post-secondary students who are unable to attend regularly scheduled courses should be provided with opportunities to earn a college degree. The legislature finds that the University of Hawaii school of social work's distance learning program fulfills this obligation by allowing students to earn college credit at the University of Hawaii, without requiring their physical presence in a classroom.

The purpose of this Act is to appropriate funds for the University of Hawaii school of social work's distance learning program to provide for adequate staffing and operation of the distance learning program.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $225,000 or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, to be matched dollar for dollar with federal Title IV E funds to operate the University of Hawaii school of social work's distance learning program.

The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2005.
