A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR IMPROVEMENTS TO THE OLD KAILUA AIRPORT PARK IN KAILUA-KONA, HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The county of Hawaii will assume responsibility for the current state-run portion of the old Kailua airport park, which is in great need of improvements ranging from basic repairs to new facilities to better serve the public as a public beach park. All of the existing structures require various repairs or complete overhaul to restore them to a safe, clean, and useful condition worthy of use by tourists as well as residents. Additionally, the county of Hawaii intends to better utilize the site by increasing the amount of beach park amenities and diversifying the park's uses by introducing other recreation-related facilities. It is also important to soften the vast expanse of the underutilized asphalt runway area by introducing climate appropriate landscaping improvements and cleaning up the shoreline vegetation for greater beach capacity.

This project is a prime candidate for state funding because the county of Hawaii will be assuming responsibility for state park lands and in doing so, must make a significant investment in new staff and equipment to adequately care for this large increase in county park inventory. The State's assistance in funding the physical improvements will help make the ownership transition from State to county seamless in the public's eyes and the benefit to West Hawaii will be invaluable.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000, or so much thereof as may be necessary for fiscal year 2006-2007, for a grant-in-aid to the county of Hawaii for improvements and repairs to the old Kailua airport park in Kailua-Kona, Hawaii, to establish a safe public beach park and related facilities.

SECTION 3. The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
