A BILL FOR AN ACT

 

relating to affordable housing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $2,500,000 or so much thereof as may be necessary for fiscal year 2006-2007 for up to three grants-in-aid for developmental planning of specific housing projects in urban areas, that reserve at least fifty per cent of housing units for households that earn eighty per cent or less of the median family income as determined by the United State Department of Housing and Urban Development; provided that housing projects that:

(1) Contain mixed-uses, such as business offices and retail establishments;

(2) Provide reasonable access to existing transportation services;

(3) Are in close proximity to places of employment; and

(4) Are cost-effective to develop and build,

shall be given priority consideration in determining the grant-in-aid awards.

The sum appropriated shall be expended by the Hawaii housing finance and development administration for the purposes of this Act.

SECTION 2. This Act shall take effect on July 1, 2006.
