A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the second representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2006-2007.
1. To be expended by the Hawaii health systems corporation:
A. Emergency room facility, Hawaii
Construction for an emergency room facility at the Hilo medical center.
Construction $ 2,500,000
Total funding $ 2,500,000
2. To be expended by the department of land and natural resources:
A. Industrial park, Hawaii
Design for the development of an industrial park in Mana, south Hilo.
Design $650,000
Total funding $650,000
B. Waiakea Kai, Hawaii
Design and construction for a two-lane boat launch ramp to be located within the Wailoa small boat harbor-Suisan basin along the west makai dock with boat wash down area and parking for truck and boat trailers.
Design $125,000
Construction $875,000
Total funding $1,000,000
C. Wailoa small boat harbor, Hawaii
Design and construction for dredging of the Wailoa small boat harbor entrance channel, a portion of Suisan basin, and surrounding areas of the groin on the Hilo bayfront; and replacement of one parking light pole and fixture at Wailoa river mouth to increase night navigation visibility.

3. To be expended by the University of Hawaii at Hilo:
A. Sciences and technology lab building, Hawaii
Design, construction, and equipment for county
zoning/planning required parking and equipment for
the teaching labs.

B. Student services building, Hawaii
Construction for addition and renovation to the student services building.
Construction $21,045,000

C. Off-campus properties, Hawaii
Plans for long-range development of off-campus properties.

D. Kapiolani road, Hawaii
Plans, design, and construction of a roadway and bridge to traverse the flood control channel that connects Mohouli street to Lanikaula street.

Design $677,000
Construction $7,121,000
Total funding $7,908,000
The sums appropriated shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 2. The following sum, or so much thereof as shall be sufficient to finance the project listed below, is hereby appropriated out of private contributions for fiscal year 2006-2007:
A. Campus center, Hawaii
Design and construction for additions and renovations to campus center.
Design $400,000
Construction $2,500,000
Total funding $2,900,000
The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. The appropriations made for the capital improvement projects authorized by sections 1 and 2 of this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2006.
