A BILL FOR AN ACT

 

relating to military service.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The terrorist attacks of September 11, 2001, continue to have repercussions today. Thousands of military service members have been deployed to dangerous, volatile, and unstable areas of the world, including Iraq and Afghanistan. Such a massive mobilization and deployment of United States forces have not left Hawaii untouched.

The purpose of this Act is to express the deep appreciation and gratitude of the people of Hawaii to members of the military by honoring Hawaii residents who serve on active duty in Iraq or Afghanistan.

SECTION 2. A framed certificate of recognition and appreciation bearing the signature of every member of the house of representatives, every member of the senate, and the governor shall be presented to each legal resident of Hawaii who served in a combat zone in support of Operation Iraqi Freedom or Operation Enduring Freedom.

SECTION 3. Each legal resident of Hawaii who served in a combat zone in support of Operation Iraqi Freedom or Operation Enduring Freedom shall receive an invitation to a quarterly banquet to be held at the State Capitol and hosted by the house of representatives and the senate. The quarterly banquets shall continue until the cessation of Operation Iraqi Freedom and Operation Enduring Freedom.

SECTION 4. The department of defense may adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to establish specific criteria and procedures to effectuate the purposes of this Act.

SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $35,000 or so much thereof as may be necessary for fiscal year 2005-2006 for the costs of printing, production, and other related expenses of the framed certificates of recognition and appreciation.

The sum appropriated shall be expended by the department of defense for the purposes of this Act.

SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $10,000 or so much thereof as may be necessary for fiscal year 2005-2006 for the costs of food, beverages, entertainment, and other related expenses of the quarterly banquets to be held at the State Capitol.

The sum appropriated shall be expended by the department of defense for the purposes of this Act.

SECTION 7. This Act shall take effect upon its approval; provided that sections 5 and 6 shall take effect on July 1, 2005.
