HOUSE CONCURRENT

RESOLUTION

 

RELATING TO MCKINLEY HIGH SCHOOL PHYSICAL EDUCATION AND ATHLETIC FACILITIES.

 

WHEREAS, for many years, the former site of Kapiolani Community College at the intersection of Kapiolani Boulevard and Pensacola Street has been vacant or, at other times, underutilized as a baseyard for nearby capital improvement projects; and

WHEREAS, the site is under the control of the Department of Education and is adjacent to McKinley High School; and

WHEREAS, McKinley High School is in dire need of expanded facilities for its physical education and athletic programs; and

WHEREAS, the area surrounding McKinley High School has seen a great deal of development which has impacted the community in various ways, not the least of which has been an increase in the need for more educational and recreational facilities; and

WHEREAS, the design-build process of structural development, wherein one party designs and builds a structure while making cost-saving modification in the process of construction, may allow for a more expedient and efficient method of construction; and

WHEREAS, the design-build process may provide McKinley High School with the needed facilities much more quickly and at a lower cost than traditional methods of construction; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Department of Education is requested to consider the design and construction of physical education and athletic facilities at the site of the former Kapiolani Community College for McKinley High School utilizing the design-build process; and

BE IT FURTHER RESOLVED that the Department of Education is requested to report its findings to the Legislature not less than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that in producing the report, the Department of Education is requested to include but not be limited to:

(1) A conceptual design for the proposed facilities;

(2) An analysis of the availability of and need for improvements to the infrastructure necessary to support the proposed facilities;

(3) An analysis of the feasibility of using the design—build process for the proposed facilities;

(4) An estimated time-line for the design and construction of the proposed facilities;

(5) An estimated cost for the design and construction of the proposed facilities utilizing the design-build process; and

(6) An investigation of different models to encourage public-private partnerships between the Department of Education and developers of new and proposed area developments to generate financial support for local educational facilities; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, the Superintendent of Education, and the Principal of McKinley High School.
