HOUSE RESOLUTION

 

REQUESTING the university of hawaii TO ESTABLISH, DESIGN, SUPERVISE, AND CONDUCT ECONOMICS EDUCATION TRAINING FOR STATE OFFICERS.

 

 

WHEREAS, a solid background in economics is essential for state officers such as the members of the Legislature, the members of the Board of Education, the trustees of the Office of Hawaiian Affairs, the Governor, the Lieutenant Governor, and all executive branch department heads and deputies; and

WHEREAS, sound decision making and policy making require a grasp of basic economic concepts, the major economic systems, the process and effects of government decision making, and current economic problems; and

WHEREAS, the lack of such knowledge will leave decision makers and policy makers ill-equipped to comprehend or appreciate the realities of resource allocation and income distribution, or the impact of tax decisions on individual and business choices; and

WHEREAS, the University of Hawaii is the subject matter agency ideally suited to providing basic training and education in economics to state officers; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the University of Hawaii is respectfully requested to establish, design, supervise, and conduct economics education training for State officers; and

BE IT FURTHER RESOLVED that the University of Hawaii is requested to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2007; in producing the report, the University of Hawaii is requested to include a summary of the contents and activities of the economics training course to be provided, the anticipated schedule for the implementation of the economics training courses, and other related issues; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President and the Chairperson of the Board of Regents of the University of Hawaii.
