HOUSE RESOLUTION

 

REQUESTING THE CITY ANd county of honolulu to include in its transportation plan for a light-rail transit system an Additional SPUR LINE TO MILILANI.

 

 

WHEREAS, in the last 2000 census, the population of Mililani was estimated at 28,000 making it one of the largest and most densely populated cities on Oahu; and

WHEREAS, with over 600,000 registered vehicles on Oahu the highways are already at or over full capacity; and

WHEREAS, a study shows that by 2030, people on almost half of Oahu will face the prospect of spending 80 minutes or more commuting during the morning rush hour if nothing is done about the current traffic situation; and

WHEREAS, new construction in Mililani and Ewa is expected to add 150,000 to 200,000 cars to the highway system, daily that will contribute to an estimated 53 percent increase in time spent by commuters in traffic over the next two decades; and

WHEREAS, at the present rate of growth and development, the transportation needs of Mililani commuters will soon exceed the capabilities of the existing highway system; and

WHEREAS, city and transportation officials, in conjunction with state and federal lawmakers, are working on a transportation plan to include light-rail transit; and

WHEREAS, the current proposal calls for a 22-mile elevated light-rail system extending from the Kapolei to Iwilei area; and

WHEREAS, based on the needs of Mililani’s insufficient infrastructure and rapid growth rate, an additional spur line to Mililani would benefit its residents and reduce highway traffic flow; and

WHEREAS, in 2005, the House of Representatives supported new transportation concepts by passing H.B. No. 1309 enacted as Act 247, which authorizes the counties to levy a surcharge on state tax by ordinance to fund new public transportation plans; and

WHEREAS, the additional expenses for the spur line to Mililani could be supported and covered utilizing Act 247; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the City and County of Honolulu is requested to include in its transportation plan for a light-rail transit system an additional spur line to Mililani; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of Transportation, and Director of the Oahu Metropolitan Planning Organization.
