Makes an appropriation to eradicate and control the coqui frog.

Establishes the Hawaii invasive species special fund that is funded by airport landing fees and harbor fees to finance the fight against invasive species.

Establishes a fee for the inspection of invasive species at state ports of entry. Also establishes the invasive species inspection, quarantine and eradication fund for the deposit of fees.
