RELATING TO TAXATION.

Authorizes a county electing to exercise the authority to adopt a county surcharge on state tax to collect the county surcharge on state tax.

RELATING TO PERMIT APPROVALS.

Allows a county to opt out of the automatic permit approval law by adopting an ordinance to exempt the county as a whole or any county agency from the law.

RELATING TO IMPACT FEES.

Authorizes impact fee imposition on capital improvements for state CIPs. Deletes offsets payable to a developer from factors considered in adopting impact fees. Authorizes the transfer of impact fees assessed for roads and highways to the State for highway projects reasonably benefiting a development.

Establishes a roads in limbo program to resolve issues relating to certain roads in the county of Hawaii that are not maintained by the State or the county; appropriation.

MAKING AN APPROPRIATION FOR PLANS AND CONSTRUCTION FOR THE PUNA RECREATIONAL COMPLEX IN PAHOA, HAWAII.

Appropriates funds to design and construct a public recreational facility complex in Puna, Hawaii.

MAKING AN APPROPRIATION FOR PLANNING, DESIGN, AND CONSTRUCTION OF THE KAILUA-KONA SENIOR CENTER IN KAILUA-KONA, HAWAII.

Appropriates $900,000 as a grant-in-aid to county of Hawaii for planning, design, and construction of a senior center in Kailua-Kona on the island of Hawaii.

MAKING AN APPROPRIATION TO UPGRADE THE TELECOMMUNICATIONS SYSTEM OF THE HAWAII COUNTY POLICE DEPARTMENT.

Appropriates $24,000,000 as a grant-in-aid to the county of Hawaii to upgrade the police department's radio system from a VHF system to a 700 MHz trunked radio system with a digital microwave backbone.

MAKING AN APPROPRIATION FOR IMPROVEMENTS TO THE OLD KAILUA AIRPORT PARK IN KAILUA-KONA, HAWAII.

Appropriates funds to provide improvements to the old Kailua airport park to create a usable, safe public beach park with recreation-related facilities.

Increases the period of time in which impact fees are expended or encumbered by counties from six to ten years.

Authorizes the liquor commission to reduce the time from 30 days to 15 days for giving a decision to grant or refuse an application. Allows commission to remove names from registered voter list for lack of residency. Deems an application denied if the commission does not make a decision granting or refusing an application.

RELATING TO DISPOSITION OF CONVEYANCE TAX.

Disburses percentage of conveyance tax on properties valued at $1,000,000 or greater to counties on a quarterly basis to be used as a tax credit for relief to homeowners.

RELATING TO PROPERTY LEFT IN A DANGEROUS CONDITION.

Establishes civil penalties for property owners who fail to make reasonable efforts at remediation. Authorizes counties to condemn and demolish abandoned facilities damaged due to a natural disaster and place a lien on the property for costs incurred.

RELATING TO INSURANCE.

Requires each county to adopt ordinance to participate in the Community Rating System of the National Flood Insurance Program.

RELATING TO ZONING.

Requires counties to adopt zoning ordinance to require a minimum per cent of all roof tops on structures in multi-family, hotel, and industrial districts to be landscaped; provides tax credit for added cost of roof top landscaping for taxable years beginning after 12/31/07.

RELATING TO COUNTIES.

Extends statute of limitations for actions against a county for damage or injury from 6 months to 2 years.
