RELATING TO COMMUNITY DEVELOPMENT.

Establishes the Kakaako central small business district. Requires the Hawaii community development authority to solicit input from the Kakaako central small business district community when adopting or amending a master plan for the area. Places a moratorium on infrastructure and street improvements in the Kakaako central small business district until 12/31/06.

RELATING TO COMMUNITY DEVELOPMENT.

Abolishes the Hawaii community development authority and returns jurisdiction over lands under the authority's control to the city and county of Honolulu.
