RELATING TO PUBLIC UTILITIES.

Increases PUC commissioners' salary. Authorizes PUC chairperson to appoint utility analysts and legal assistants exempt from chapter 76. Authorizes the PUC to suspend collection of public utility fees when balance of PUC special fund exceeds $3,000,000. (SD1)

RELATING TO LABOR.

Removes the prohibition on agreement on provisions relating to the rights and obligations of a public employer to hire, promote, transfer, assign, and retain employees in positions; suspend, demote, discharge, or take other disciplinary action against employees for proper cause; and relieve an employee from duties because of lack of work or other legitimate reason. Prohibits public employers from challenging provisions of collective bargaining agreements after negotiations have been completed. (SD1)

RELATING TO CAPITAL INVESTMENTS.

Authorizes $120,000,000 in tax credits to the Hawaii strategic development corporation for the purposes of Act 215, SLH 2004. Enables tax credits issued by the corporation to be used to offset taxes incurred under the State's insurance code. Expands the corporation's annual reporting requirements. (SD1)
