A BILL FOR AN ACT


 

 

MAKING AN APPROPRIATION FOR PLANS AND CONSTRUCTION FOR THE PUNA RECREATIONAL COMPLEX IN PĀHOA, HAWAI‘I.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The Puna district has been the fastest growing district within Hawai‘i county, yet the level of service relative to public recreational facilities has not been able to keep pace with the increasing demand.  Ever increasing home and land values in the State and Hawaii county have transformed the Puna district into one of the last and most attractive affordable real estate markets in the island.  The majority of the residential land in the district was zoned and subdivided for residential development many years ago, making the levying of fair share assessments impossible and the issue of concurrent public facility development the sole burden of government.

The proposed Pahoa recreational complex is estimated to cost approximately $8,000,000.  The complex would include a full gym with amenities and an attached community center, a field that could be used for both football and soccer, baseball fields, comfort stations, pavilions, and ample parking for concurrent uses.  The complex will be located adjacent to the county's new Pahoa police and fire stations currently under design and is envisioned to be a tremendous asset to the Puna district as a new multi‑purpose district park.  Its proximity to the new public safety facilities is a tremendous advantage for safe, healthy public recreational usage and as a deterrent to illicit or criminal behavior that often occurs at or levied against public park facilities.  The location of the new site, with ingress and egress directly on to the Keaau‑Pahoa highway, makes accessing the site safe, quick, and convenient for all of the district's population, as opposed to being located within Pahoa town or in a more residential area.

The total cost of the facility, including planning, design, and construction, is estimated at $8,000,000.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $8,000,000, or so much thereof as may be necessary for fiscal year 2007-2008, for a grant-in-aid to the county of Hawai‘i for the planning, design, and construction of the Puna recreational complex in Pahoa, Hawai‘i, which shall provide, but is not limited to facilities that will allow for the activities as stated above.

The sum appropriated shall be expended by the county of Hawai‘i for the purpose of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
