A BILL FOR AN ACT


 

 

RELATING TO PUBLIC LANDS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 171, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§171-    Agricultural leases; taro cultivation.  Notwithstanding any other law to the contrary including sections 171-36 and 171-68, the board shall provide reduced lease rent rates at the beginning of a lease to qualified farmers who farm taro on public land leased pursuant to this chapter; provided that:

     (1)  The reduction in the lease rent shall not be more than      per cent and shall terminate after      years; and

     (2)  The primary source of income of qualifying farmers is attributable to taro cultivation.

The board shall adopt rules pursuant to chapter 91 to effectuate this section, including defining the term "qualifying farmer"."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
