A BILL FOR AN ACT


 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that, since July 2002, the Hawaii teacher standards board has been licensing teachers and approving teacher preparation programs.  The Hawaii teacher standards board has been working in collaboration with teacher preparation programs, schools, agencies, and the department of education to improve the quantity and quality of data that is accessible to all parties.  Accessibility to the necessary data on teachers improves the State's ability to plan for and strengthen teacher quality.

     Over the past several years, the Hawaii teacher standards board has been developing an electronic teacher licensing system that has the capability to interface with public and private Hawaii teacher education institutions and the department of education and to share information about licensed teachers, as well as to receive data from these institutions and agencies.  The electronic teacher licensing system would expedite operations and avoid duplication in data collection by multiple institutions and agencies.

     The purpose of this Act is to improve the coordination, avoid duplication, and support the free interchange of information related to teacher preparation and licensing by appropriating funds for the Hawaii teacher standards board to coordinate the creation of a data interface network between the department of education and public and private teacher education institutions in the state.

     SECTION 2.  The Hawaii teacher standards board and partner agencies shall determine a mutually-acceptable data transfer method for the data to be exchanged.  Technology, functionality, and project management and coordination shall be considered in determining the data transfer method.

     The participating organizations shall compile a list of transactions that each will be prepared to service and originate.  These transactions shall include all information that each participating institution or agency stores in its automated systems, including data from the department of education, that may support teacher licensing, re-licensing, education, and hiring, including:

     (1)  Licensing status information for licensed teachers;

     (2)  License application information for teacher applicants;

     (3)  State-approved teacher education program completion information;

     (4)  University course completion information for licensed teachers;

     (5)  Higher education degree information;

     (6)  Teacher employment and work site information; and

     (7)  Teacher termination, resignation, retirement, and leave status data records.

     The participating organizations shall conduct an assessment of available internal resources and additional required resources to determine the funding necessary to implement this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2008-2009 for the Hawaii teacher standards board to coordinate the creation of a data interface network among public and private Hawaii teacher education institutions and the department of education; provided that funds are used or disbursed in consultation with the participating organizations.


     The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4.  This Act shall take effect on July 1, 2008.
