     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 304, submitting for study and consideration the nomination of:

 

Board of Dental Examiners

ARMAND K. CHONG D.D.S.,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Armand K. Chong, D.D.S. to have the necessary qualifications to be nominated to the Board of Dental Examiners for a second term.

 

     Testimony in support of Dr. Chong's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Dr. Chong is a graduate of Iolani School, and attended Oregon State University, the University of Hawaii at Manoa, and Chaminade University before earning his Doctor of Dental Surgery from the University of Missouri at Kansas City School of Dentistry.  Currently, he is the dentist for his privately-owned practice, and is a Certified Independent Medical Examiner by the American Board of Independent Medical Examiners.  He is also the founder of the Hawaii TMJ Institute and a teaching faculty member of the Department of Geriatrics at the University of Hawaii John A. Burns School of Medicine.

 

     Dr. Chong is a member of several professional organizations, including the American Dental Association, the Hawaii Dental Association, the Academy of General Dentistry, the American Board of Independent Medical Examiners, the Honolulu County Dental Society, and the International College of Cranio-Mandibular Orthopedics, to name a few.  He has also served as a football and girls basketball coach for Iolani School, and is a past President of the Iolani School Alumni Association.  Furthermore, he has served as a member of the Board of Directors of Catholic Charities Family Services as well as a member of the Prince Kuhio Hawaiian Civic Club.

 

     Dr. Chong has been nominated to serve a second term on the Board of Dental Examiners.  He is a valuable member and contributes greatly to the discussions at the meetings of the Board by sharing insights that are based on the many years of experience as a licensed dentist in active practice.  Moreover, he serves as an examiner for dental licensure exams, which determines whether an individual is qualified to practice dentistry in Hawaii.  Dr. Chong's extensive knowledge and experience in the practice of dentistry and specialty dentistry are invaluable assets for the Board of Dental Examiners.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
