     Your Committee on Economic Development and Taxation, to which was referred Governor's Message Nos. 328, 461, and 462, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Kenneth Hays, William Ryan Chapman, and Laura C. Schuster to have the necessary qualifications to be nominated to the Hawai‘i Historic Places Review Board.

 

     Your Committee received testimony in support of Kenneth Hays from the Department of Land and Natural Resources and the Curator of Washington Place.

 

     Kenneth Hays is the Architectural Historian-Manager of Historic Military Architecture with the Directorate of Public Works, U.S. Army Garrison-HI, a position he has held since 2002.  As a private consultant, he also developed an extensive Architectural Conservation Plan for Washington Place, the 1847 Greek Revival house that was the home of Queen Lili‘uokalani, the last Hawaiian monarch, and the home to a dozen of the governors of Hawai‘i until 2001.  Mr. Hays holds a Master of Arts in Preservation Studies from Boston University, and has completed preservation studies in London, England; as well as The Restoration School at Thomas Jefferson's Poplar Forest, Virginia; the Newport Symposiums, Rhode Island; and the University of Hawaii.  He is a reappointment to the Hawai‘i Historic Places Review Board.

 

     Your Committee received testimony in support of William Ryan Chapman from the Department of Land and Natural Resources, Historic Hawai‘i Foundation, and three individuals.

 

     William Ryan Chapman is currently a Professor and Director of the Graduate Program in Historic Preservation at the University o f Hawai‘i at Manoa.  Before joining the University in 1993, Dr. Chapman previously worked as a historian for the National Park Service in Pennsylvania and as an architectural historian for the Division of Archaeology and Historic Preservation at the Virgin Islands Planning Office.  Dr. Chapman obtained a Doctorate of Philosophy in Anthropology from the University of Oxford, a Master of Science in Historic Preservation from Columbia University, a Master of Studies in Anthropology from the University of Oxford, and a Bachelor of Arts in Anthropology from the University of Virginia.  He has published extensively and has been the recipient of numerous grants and awards.

 

     Your Committee received testimony in support of Laura C. Schuster from the Department of Land and Natural Resources, Historic Hawai‘i Foundation, and the Society for Hawaiian Archaeology.

 

     Laura C. Schuster has served as Chief of the Cultural Resources Management Program at Hawaii Volcanoes National Park since 1998, and has thirty-four years in the field of archaeology.  In addition to her work with the National Park Service, Ms. Schuster worked as an archeologist and curatorial assistant at the Bernice Pauahi Bishop Museum, as an archeologist at the Museum of New Mexico, and has volunteered with the Pacific Area Conservation Center.  Ms. Schuster obtained a Master of Arts in Anthropology from the University of Hawaii at Manoa and a Bachelor of Arts in Anthropology from San Diego State University.  She is a member of the Society for Hawaiian Archeology and is active in community service projects and activities on the Big Island.

 

     As affirmed by the records of votes of the members of your Committee on Economic Development and Taxation that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
