     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 513, submitting for study and consideration the nomination of:

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Gwen S. Lau to have the necessary qualifications to be nominated to the Credit Union Advisory Board.

 

     Testimony in support of Ms. Lau's nomination was submitted by the Department of Commerce and Consumer Affairs, a member of the House of Representatives, the Hawaii Central Credit Union, the Hawaii Credit Union League, and two private individuals.

 

     Ms. Lau received her Bachelor of Business Administration degree in Accounting from the University of Hawaii at Manoa, and her three-year Banking School degree (graduated with honors) from the Graduate School of Banking at the University of Wisconsin at Madison.  She currently serves as the President and General Manager of Hawaii Central Credit Union where she is responsible for providing strategy, vision, and direction for the credit union, and plans, organizes, directs, and coordinates staff, programs, initiatives, and activities of the credit union while insuring that objectives are attained, plans are fulfilled, and member needs are met.  Previously, she served as a Senior Vice President and West Oahu Regional Manager for Central Pacific Bank (formerly City Bank) where she was responsible for the administration and oversight of nine branches and a commercial banking team on Oahu.  Her responsibilities also included meeting and exceeding deposit, loan, and fee income growth goals, service scores, referral goals, passing operational audits, and controlling expenses.

 

     Ms. Lau is an active participant and leader with Goodwill Industries of Hawaii, Inc. where she has served as the Co-Chairperson of its Annual Silent Auction Fundraiser, a member of its Finance Committee, and a board member of its Board Development Committee.  She is also actively involved with the YWCA's Leadership Task Force, and part of its LeaderLuncheon Event Management Committee and Women Leading Change Alumni.

 

     Ms. Lau's background and experience will enable her to make a valuable contribution to the credit union movement in working to realize the credit union mission within the community.  She is likely to be a strong advocate for state-chartered credit unions and well qualified to fulfill the duties of a member of the Board.  Ms. Lau's demonstrated commitment, motivation, financial background, education, and professional experiences will greatly assist the Credit Union Advisory Board.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
