Honorable Colleen Hanabusa

State of Hawaii

Madam:

Your Committee on Education, to which was referred Governor's Message Nos. 573, 574, 575, and 576, submitting for study and consideration the nominations of:

Hawai'i Commission for National and Community Service

G.M. No. 573

G.M. No. 576

ELIZA V. TALBOT,

for a term to expire 6-30-2011,

begs leave to report as follows:

Your Committee finds that each nominee is being nominated for their first terms of membership on the Hawaii Commission for National and Community Service.  Your Committee received testimony in support of each of the nominees.  Testimony in support of Councilmember Dela Cruz was submitted by the KEY Project, a City Councilmember, and ten individuals.  Testimony in support of Mr. Naniole was submitted by Windward School for Adults and one individual.  Testimony in support of Ms. Takao was submitted by the Director of Public Safety and three individuals.  Testimony in support of Ms. Talbot was submitted by a State Representative and eight individuals.

Your Committee questioned the nominees regarding, among other things, their understanding of the role and responsibilities as members of the Commission and what they hope to accomplish during their terms of service.  The nominees demonstrated an understanding and commitment to growing and improving community service efforts and programs within the State.  Your Committee believes the nominees will suitably serve and represent the best interests of the State, including seeking to increase volunteers, companies, and organizations, especially with regard to assisting the public schools and engaging students in volunteer activities.

As affirmed by the records of votes of the members of your Committee on Education that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.

Respectfully submitted on behalf of the members of the Committee on Education,
